The northbound border into Calexico, Calif., from Mexicali, Mexico, remained closed Monday morning because of concerns about damage to the U.S. federal building, but people continued to stream into the U.S. on foot as aftershocks rattled the region.
A day after a 7.2 earthquake struck the Mexican border town of Mexicali, residents on both sides of the country line remained jittery. Although cars were prohibited from crossing north, people walked over the border to flee Mexicali.
Traffic was slow Monday morning along westbound Interstate 8 in El Centro as Caltrans checked for problems on the freeway that may have been caused by the earthquake.
Meantime, a steady stream of cars drove south into Mexicali as residents attempted to check on their loved ones. Phones in Mexico were not working.
In Calexico, downtown merchants could be seen sweeping broken glass and fallen plaster away from their storefronts and covering walkways. Many buildings were red-tagged until officials could inspect them further.
Calexico police patrolled the downtown area overnight to watch for looting, but none occurred.
An aftershock hit about 4:12 a.m., causing a chorus of car alarms to go off all over town, and the cacophony continued for hours.
Although Calexico has electricity and water, residents of Mexicali and surrounding areas were not so fortunate.

commander of a moderate Syrian rebel group in northern Syria, proudly shows a
black laptop partly covered in dust. "We took it this year from an ISIS
hideout," he says.
Abu Ali says the fighters from the Islamic State of Iraq and al-Sham (ISIS), which have since rebranded themselves as the Islamic State, all fled before he and his men attacked the building. The attack occurred in January in a village in the Syrian province of Idlib, close to the border with Turkey, as part of a larger anti-ISIS offensive occurring at the time. "We found the laptop and the power cord in a room," he continued, "I took it with me. But I have no clue if it still works or if it contains anything interesting."
As we switched on the Dell laptop, it indeed still worked. Nor was it password-protected. But then came a huge disappointment: After we clicked on "My Computer," all the drives appeared empty.
Appearances, however, can be deceiving. Upon closer inspection, the ISIS laptop wasn't empty at all: Buried in the "hidden files" section of the computer were 146 gigabytes of material, containing a total of 35,347 files in 2,367 folders. Abu Ali allowed us to copy all these files -- which included documents in French, English, and Arabic -- onto an external hard drive.
The laptop's contents turn out to be a treasure trove of documents that provide ideological justifications for jihadi organizations -- and practical training on how to carry out the Islamic State's deadly campaigns. They include videos of Osama bin Laden, manuals on how to make bombs, instructions for stealing cars, and lessons on how to use disguises in order to avoid getting arrested while traveling from one jihadi hot spot to another.
But after hours upon hours of scrolling through the documents, it became clear that the ISIS laptop contains more than the typical propaganda and instruction manuals used by jihadists. The documents also suggest that the laptop's owner was teaching himself about the use of biological weaponry, in preparation for a potential attack that would have shocked the world.
The information on the laptop makes clear that its owner is a Tunisian national named Muhammed S. who joined ISIS in Syria and who studied chemistry and physics at two universities in Tunisia's northeast. Even more disturbing is how he planned to use that education:
The ISIS laptop contains a 19-page document in Arabic on how to develop biological weapons and how to weaponize the bubonic plague from infected animals.
"The advantage of biological weapons is that they do not cost a lot of money, while the human casualties can be huge," the document states.
The document includes instructions for how to test the weaponized disease safely, before it is used in a terrorist attack. "When the microbe is injected in small mice, the symptoms of the disease should start to appear within 24 hours," the document says.
The laptop also includes a 26-page fatwa, or Islamic ruling, on the usage of weapons of mass destruction. "If Muslims cannot defeat the kafir [unbelievers] in a different way, it is permissible to use weapons of mass destruction," states the fatwa by Saudi jihadi cleric Nasir al-Fahd, who is currently imprisoned in Saudi Arabia. "Even if it kills all of them and wipes them and their descendants off the face of the Earth."
When contacted by phone, a staff member at a Tunisian university listed on Muhammed's exam papers confirmed that he indeed studied chemistry and physics there. She said the university lost track of him after 2011, however.
Out of the blue, she asked: “Did you find his papers inside Syria?” Asked why she would think that Muhammed’s belongings would have ended up in Syria, she answered, “For further questions about him, you better ask state security.”
An astonishing number of Tunisians have flocked to the Syrian battlefield since the revolt began. In June, Tunisia’s interior minister estimated that at least 2,400 Tunisians were fighting in the country, mostly as members of the Islamic State.
This isn't the first time that jihadists have attempted to acquire weapons of mass destruction. Even before the 9/11 attacks, al Qaeda had experimented with a chemical weapons program in Afghanistan. In 2002, CNN obtained a tape showing al Qaeda members testing poison gas on three dogs, all of which died.
Nothing on the ISIS laptop, of course, suggests that the jihadists already possess these dangerous weapons. And any jihadi organization contemplating a bioterrorist attack will face many difficulties: Al Qaeda tried unsuccessfully for years to get its hands on such weapons, and the United States has devoted massive resources to preventing terrorists from making just this sort of breakthrough. The material on this laptop, however, is a reminder that jihadists are also hard at work at acquiring the weapons that could allow them to kill thousands of people with one blow.
"The real difficulty in all of these weapons ... [is] to actually have a workable distribution system that will kill a lot of people," said Magnus Ranstorp, research director of the Center for Asymmetric Threat Studies at the Swedish National Defence College. "But to produce quite scary weapons is certainly within [the Islamic State's] capabilities."
The Islamic State's sweeping gains in recent months may have provided it with the capacity to develop such new and dangerous weapons. Members of the jihadi group are not solely fighting on the front lines these days -- they also control substantial parts of Syria and Iraq. The fear now is that men like Muhammed could be quietly working behind the front lines -- for instance, in the Islamic State-controlled University of Mosul or in some laboratory in the Syrian city of Raqqa, the group's de facto capital -- to develop chemical or biological weapons.
In short, the longer the caliphate exists, the more likely it is that members with a science background will come up with something horrible. The documents found on the laptop of the Tunisian jihadist, meanwhile, leave no room for doubt about the group's deadly ambitions.
"Use small grenades with the virus, and throw them in closed areas like metros, soccer stadiums, or entertainment centers," the 19-page document on biological weapons advises. "Best to do it next to the air-conditioning. It also can be used during suicide operations."

branches – IS in Iraq and Syria and AQAP at its base in Yemen - have wrapped up
plans to roll out coordinated terrorist spectaculars around the 13th anniversary
of the September 11, 2011 attacks on New York and Washington. According to

for US targets in the Middle East and Europe.

This gave his warning added weight, because it was a fabricated opportunity. In the two years that Ambassador Westphal has officiated in the Saudi capital, the king has never found time to confirm his accreditation. This cold shoulder reflected the nonagenarian Saudi ruler’s opinion of US President Barack Obama’s Middle East policies and what appears to Riyadh to be his lackadaisical attitude towards fighting Islamist terror.
Sharing the view that this peril is too grave to be ignored any longer, the prime ministers of Britain and Australia, David Cameron and Tony Abbott, appear to have prevailed on the Saudi king to signal this indirect warning to Washington - especially since Saudi intelligence shares the view that a great number of lives are at stake if Al Qaeda consummates its plans.
Our intelligence and counterterrorism sources disclose that the data on the two Al Qaeda groups’ plans to mark the 9/11 anniversary with major attacks has been in the hands of Middle Eastern, European and US security agencies since the second week of May, i.e., five months ago.
They were also anxiously aware that Al Qaeda’s top bomb-maker, Ibrahim Hassan A-Asiri, who works out of Yemen, had developed a secret explosive substance that can pass undetected through the screening devices and security measures currently in use at international airports and public places in the West and the Middle East.
Intelligence experts believe that this novel substance, when hidden in special shoes or electronic devices like iPhones and Samsung Galaxy phones, can beat even tight security scrutiny. However, information has also been received about the new undetectable explosive substance being implanted in the bodies of suicide jihadists, to produce the ultimate “body bombs.”
It is feared that this hazard is already in place and that a surgical procedure may have been carried out to implant it on carriers of American or European passports, at a secret clinic in Yemen or a Gulf emirate by a surgeon dedicated to the radical Islamist cause. These human bombs will have been able to travel through Jordan or Iraq through Turkey to their targeted destinations.
Such carriers of invisible bombs may be Americans, Belgians, Britons, Australians, French citizens or Germans, and already on standby for the prearranged signal to push a certain button and demolish a selected target.

The $29 million in funding is headed to Israel's Religious Affairs Ministry, which will spend the money encouraging and enabling Jewish farmers who wish to follow the command.
Though farming regulations may seem insignificant to Western eyes, it was in part Israel's original failure to observe the resting years that resulted in the 70-year exile (2 Chronicles 36:20-23)—a seven-decade "Sabbath rest" for the land.
The Sabbath year command has not been observed in any real official capacity since A.D. 70, when God judged the nation of Israel for rejecting the Messiah, Jesus Christ, about 40 years earlier.
Biblically, while Israel may once more seek to observe the ordinance, the Jewish people remain in spiritual exile (Romans 11:7-11, Acts 28:25-28) because they rejected the Messiah's true Sabbath rest for the soul (see Hebrews 4).
The move on Israel's part may be critical as the nation navigates through events surrounding blood moons occurring in 2014 and 2015, which may be prophetically significant.
In the book of Joel, the prophet writes, "The sun shall be turned into darkness, and the moon into blood, before the coming of the great and awesome day of the Lord. And it shall come to pass that whoever calls on the name of the Lord shall be saved" (2:31-32). At Pentecost, the Apostle Peter quotes that passage in reference to the outpouring of the Holy Spirit. Now, many are connecting that same passage to a new end-times move of the Spirit preceding Christ's return—whenever that may be.
The question is: why Israel's revived interest in the law? Is it drawing closer to seeking God's will just as when King Josiah rediscovered the law in 2 Kings 22? Or is it instead keeping God "on their lips" but far from their hearts as they "seek to establish their own righteousness"—not knowing that the whole point of the law is to be fulfilled in the righteousness given freely through the Messiah (Romans 10:3-4)?
The unusual tetrad of lunar eclipses correspond with Jewish feast dates, beginning with Passover of April 2014 and ending with the Feast of Tabernacles on September 28, 2015—around which time Israel will celebrate the end of the Sabbath year.
The next blood moon will occur October 8, 2014.

organization calling itself the Islamic State has risen from the fog of war in
Syria and Iraq in recent months and drawn the attention of the world with major
victories on both sides of the Euphrates River that have claimed swaths of
territory for its declared caliphate, or Islamic State.
Now in the organization's new English language publication,Dabiq, aimed at young Muslims in western states, the extremist organization declared, "Islamic State will do everything within its means to continue striking down every apostate who stands as an obstacle on its path towards Palestine."
Denouncing the ineffectiveness of other Arab states and organizations in carrying out the "will of Allah," the magazine vows that, "Its [Islamic State's] actions speak louder than its words and it is only a matter of time and patience before it reaches Palestine to fight the barbaric Jews and kill those of them hiding behind the gharqad trees – the trees of the jews."
The Islamic State recently brought attention to the large and growing number of westerners in its ranks with the video of American journalist James Foley's execution, at the hands of a masked IS militant speaking English in a British accent.
The shocking video and revelation that the American hostage's killer might be a British citizen turned jihadist led a man hunt to identify the man. Assessments by Britain’s two intelligence and security agencies led to the positive identification of 23-year-old British-born Abdel-Majed Abdel Bary, nicknamed “Jihadi John” by his colleagues.
Western countries are well aware of the issue. "I don't think this video changes anything. It just heightens awareness of a situation which is very grave and which we've been working on for several months." British Foreign Secretary Philip Hammond told the BBC.
