Retiring Rep. Ed Whitfield (R-Ky.) will resign from the House next week instead of serving out the rest of his term, which ends in January.
Whitfield’s early departure will set in motion a special election for his successor to finish the remaining months of his term. The special election will be held on the same day as the general election contest between Republican James Comer, who’s favored to take the seat, and Democrat Sam Gaskins.
The 11-term incumbent announced his retirement last year amid an investigation by the House Ethics Committee as to whether his wife, a lobbyist for the Humane Society, had improper access to his congressional office. The investigation commenced after the Office of Congressional Ethics, which reviews cases and refers them to the Ethics Committee, found Whitfield’s wife lobbied for multiple bills sponsored by her husband.
Whitfield stated his intentions to retire early in a letter this week to Kentucky Gov. Matt Bevin (R) that was made public on Wednesday. His resignation will be effective at 6 p.m. on Tuesday, the House’s first day back in session since the start of the seven-week summer recess.
Whitfield will announce his future plans within the next 30 days, spokesman Robert Hankins said in a statement. 
The House Ethics Committee rebuked Whitfield in July for failing to prevent inappropriate coordination between his staff and wife, but concluded he didn’t intentionally break ethics rules prohibiting such activity.
It found that Whitfield’s wife had unusually advantageous access to his staff that “constituted a special privilege to her, which other lobbyists were not and would not have been granted.”

Donald Trump called for the end to the "humanitarian disaster" of illegal immigration as he sought to strike a statesmanlike tone during his visit to Mexico on Wednesday.
Standing alongside Mexican president Enrique Peña Nieto, the GOP presidential nominee read from a prepared statement touting the "shared objective" of ending illegal immigration.

"This is a humanitarian disaster — the dangerous treks, the abuse by gangs and cartels and the extreme physical dangers — and it must be solved," Trump said. "It must be solved quickly.
He added that neither country can "win" when the border is filled with "human smugglers and drug traffickers," or when illegal weapons and cash flow into Mexico from the north while immigrants come into America from the south. 
 
The brief appearance, arranged in just a matter of days, tried to show a different side of Trump, that of a man vying to become America's next chief executive. His remarks centered on the joint responsibility between the two countries, and he appeared to barely deviate from those scripted remarks. 
 
Trump outlined five crucial areas of agreement between the two nations: ending illegal immigration, securing the border, dismantling drug cartels and the flow of illicit guns and money between the border, improving the North American Free Trade Agreement (NAFTA), and preserving manufacturing wealth in the hemisphere. 
 
During a brief question-and-answer session with the press, Trump confirmed that he spoke with Pena Nieto about his proposal to build a wall along the U.S.-Mexico border. 
 
Asked whether they discussed Trump’s insistence that Mexico pay for the wall, Trump replied, “We didn’t discuss that," framing the meeting as "preliminary." Peña Nieto later contradictedTrump on that point.
Trump late Tuesday night announced the surprise trip to the country he has spent the vast majority of his campaign hammering. 
He started his campaign by saying most Mexicans crossing illegally into the U.S. are "rapists" and other criminals, and he has repeatedly cast illegal immigration as a threat to the country.
But Wednesday's appearance was orchestrated to combat the image that has dogged him on the campaign trail and that has led to his Democratic opponent tarring him as a racist. 
 
He struck a more conciliatory tone as he stood alongside Peña Nieto, lauding the "great honor" of the invitation by the Mexican president and noting his "tremendous feelings for Mexican-Americans." And the GOP presidential hopeful initiated a handshake with the world leader at the conclusion of the remarks. 
 
Trump added that the two spoke for more than an hour, and noted that Alabama Sen. Jeff Sessions, a Trump ally long seen as an immigration hard-liner, also attended the meeting.  
 
The remarks came just hours before Trump is set to clear up confusion about his immigration platform amid speculation that he could be looking to moderate on the centerpiece issue of his campaign.

The Supreme Court on Wednesday declined to reinstate a 2013 North Carolina law that required voters to show photo identification at the polls.
 
In a 4-4 split decision, the court said it would not hear a challenge to a 4th Circuit Court of Appeals ruling that struck down parts of the law. 
 
Along with new voter identification requirements, the Circuit Court also ruled against a provision in the law that cut the number of early-voting days to 10.
 
Chief Justice John Roberts and Justices Anthony Kennedy and Samuel Alito would have allowed North Carolina to proceed with most of the changes blocked by the 4th Circuit, the Supreme Court said in an order released Wednesday afternoon. Justice Clarence Thomas would have allowed the state to implement all the provisions blocked by the lower court.
 
The four justices in the court’s liberal wing stood with the 4th Circuit. In the case of a four-four split, the lower court’s ruling is allowed to stand.
The decision — hailed as a win for voting-rights advocates who say the 2013 law disproportionately impacted minority, poor and elderly voters — will allow for 17 days of early voting. Voters will not be required to show identification when they head to the polls.
In June, the 4th Circuit overturned a U.S. District Court judge’s ruling upholding the law. In a striking opinion, the three-judge panel sided with the National Association for the Advancement of Colored People, the federal Department of Justice and other groups that had sued North Carolina over its new law, saying the law would discriminate against minorities.
“We can only conclude that the North Carolina General Assembly enacted the challenged provisions of the law with discriminatory intent,” Circuit Court Judge Diana Gribbon Motz wrote in the June opinion.
The Justice Department filed a brief last week urging the Court to uphold the Circuit Court’s opinion. 
The opinion portends a difficult fight ahead, both for proponents and opponents of stricter voter ID legislation. 
Rick Hasen, a voting rights advocate and law professor at the University of California Irvine, saidthe fact that Roberts and Kennedy would vote to block the 4th Circuit’s decision shows they remain firmly in the voter ID camp.
Several other cases challenging state voter ID laws are working their way through various circuit courts. Challenges to laws in Texas and Wisconsin are also likely to end up before the high court, which could remain deadlocked until a successor to the late Justice Antonin Scalia is confirmed.
