In direct response to Russia’s aggression and the ongoing war in neighboring Ukraine, the Polish government has announced plans to distribute a new, comprehensive emergency readiness guide to its citizens. With a shared border with both Ukraine and the heavily militarized Russian exclave of Kaliningrad, Poland is taking the threat of conflict seriously. The guide, which is expected to be distributed in September 2025, is designed to provide clear, actionable instructions on how to act during a crisis, what to pack in an evacuation, and how to safeguard one’s family.

A Comprehensive Push for National Resilience

The development of this guide is a multi-agency effort, begun in March 2025, involving the Ministry of the Interior, the Ministry of National Defense, and the Government Security Center. The project aims to ensure that every Polish family has the information needed to handle emergencies independently for at least 72 hours. In a crucial nod to inclusivity, the guide will also be published in Ukrainian, acknowledging the large number of refugees residing in the country.

This public education campaign is just one piece of a much larger strategy to bolster Poland’s national defense. The country is in the midst of a massive military modernization and is also working to double the number of military trainees and significantly expand voluntary defense training for civilians.
