Snow blanketed much of Israel, Jordan and Lebanon early on Friday, with many residents urged to stay in their homes because of blocked or icy roads.
People in Jerusalem woke up to around 25 centimeters of snow after the second major blizzard of winter swept across the hilltop Holy City.
In January, 10-15 centimeters fell, media reported.  
Schools closed for the day on Friday and urban bus services were limited.
The two main highways into Jerusalem, which climb to around 795 meters (2,600 feet) above sea level, were closed in both directions for several hours but reopened at around midday, police said.
Earlier, few cars were seen on the icy streets except for emergency vehicles or those with four-wheel drive.
"There's heavy snow falling in Jerusalem, about 25 centimeters (10 inches) so far and it will continue to fall throughout the day," Israel Meteorological Service forecaster Rinat Rehamim told public radio.
The landmark Dome of the Rock in the Al-Aqsa mosque compound was frosted with snow and Palestinian children threw snowballs in its forecourt.
Snow also covered much of the occupied West Bank, and Palestinian authorities issued warnings advising people not to drive or even venture outside unless absolutely necessary, suggesting that people stay at home.
There was also rare snowfall in southern Israel's Negev desert, the meteorological service said.
In December 2013, the heaviest fall in decades since a meter of snow fell on Jerusalem in 1920 blocked roads across Israel and the West Bank.
After the latest blizzard, the army has put tracked vehicles on standby to help civilians in the least accessible areas.
In neighboring Jordan, many roads were blocked, including in the capital Amman.
Authorities broadcast warnings to people not to leave their homes.
Lebanon also saw heavy snowfall, with schools closed across the country and some mountain roads blocked.
"There was heavy hail in Beirut, and snow has fallen from 200 meters (656 feet) above sea level," said Wissam Abu Hashfeh of Lebanon’s Meteorological Service.

The U.S. wants Iraq to launch its offensive to retake the strategic northern city of Mosul from the Islamic State group in April or May, military officials said Thursday.
Mosul is believed to be held by 1,000-2,000 IS fighters and 20,000-25,000 Iraqi troops are needed to carry out the offensive, an official with U.S. Central Command said.
"The mark on the wall we are still shooting for is the April-May timeframe," the official said, adding that because of Ramadan and the increasing heat of summer, "it becomes problematic if it goes much later (than May)."
A U.S. ground role in the offensive force, to help direct air strikes, has not been ruled out, the official said.
But Iraqi troops will form the bulk of the force, while three Kurdish brigades are planned to also participate.
U.S.-led coalition aircraft have recently focused air strikes in the area of Mosul and Kurdish forces have made inroads on the ground nearby.
Kurdish peshmerga forces have also launched successful offensives against IS-held roads near Mosul, which is in the north of the country.
The city once held well over a million people but now is likely a fraction of that size.
Also Thursday, military chiefs from two dozen countries gathered in the Saudi capital to seek ways of bolstering the Iraqi army against the IS jihadists.
Many Iraqi soldiers abandoned their weapons and uniforms when IS advanced last June, seizing large areas of the country.
The extremists also hold parts of Syria.

DEBKAfile: Even in stormy winter conditions, the Syrian army continued Wednesday to press forward with Iranian, Hizballah and imported Afghani and Pakistani Shiite forces towards the Golan and Israeli lines. Their immediate objective appears to be the lofty Tel al-Hara mountain fortress, which the Syrian army lost to rebel forces. These bunkers, tunnels and defense positions are laid out over tens of kilometers. Syrian sources reported Wednesday that Israel had permitted rebel commanders to cross into the Golan for consultations with IDF officers. Our military sources report that the fall of Tel al-Hara would lay Quneitra open to attack.

The fight against violent extremism is a "third world war" that knows no borders, Jordanian Foreign Minister Nasser Judeh said Thursday, in urging greater international efforts to counter the threat.
Violent extremists groups count foreign fighters from about 90 different countries, "all potential terrorists in their own country when they return," Judeh said during a a three-day conference on combating extremism hosted by President Barack Obama in Washington.
In the wake of brutal attacks in Europe and the Middle East, Obama said earlier that more must be done to prevent groups like Islamic State and Al-Qaida from recruiting and radicalizing.
"The threat we are confronting today is unprecedented... It recognizes no boundaries, no religion, no culture, no ethnicity. It spares no religion, no culture, no ethnicity," Judeh said.
"These terrorists have proven to have no limit or inhibition to their brutality, barbarism or savagery," he added.
"It's our war as Muslims... It's our collective war as an international community."
He then reprised comments made by Jordan's King Abdullah II in December during a White House visit, labeling the fight against Islamic State militants a "third world war," and pressed for increased international cooperation in the "generational fight."
"Violent extremist groups provide... an umbrella of legitimacy to criminals everywhere," Judeh said, pointing to recent attacks in Copenhagen, Ottawa, Paris and Sydney.
"Each one of us is a target. Let us work together to make them all a collective target."

White House now charges Israel with “cherry-picking” info on nuclear talks

“There's no question that some of the things that the Israelis have said in characterizing our negotiating position have not been accurate,” said White House press secretary Josh Earnest to reporters Wednesday in yet another grumble against Israel in advance of Binyamin Netanyahu’s Iran speech to Congress on March 3.
