Venezuela top court to assume congress role; opposition decries ‘dictatorship’

CARACAS (Reuters) – Venezuela’s Supreme Court said it would take over the opposition-led Congress’s role because the legislature is in “contempt,” sparking accusations that President Nicolas Maduro’s administration is becoming a dictatorship.
While the pro-Maduro court has annulled many of the National Assembly’s decisions since the opposition won a majority in late 2015, it had not directly taken over functions.
Late on Wednesday, however, it authorized Maduro to create oil joint ventures without congressional approval.
“We warn that as long as the situation of contempt in the National Assembly continues, this constitutional chamber guarantees that congressional functions will be exercised by this chamber or another chosen organ,” the court said in a ruling.
The dispute centers on three lawmakers banned over vote fraud accusations, which Maduro critics say is an excuse for the government to muzzle opposition during a mounting economic crisis in the oil-rich country.
The Democratic Unity umbrella opposition organization slammed the Supreme Court’s decision on Thursday, with several lawmakers accusing Maduro of acting like a dictator.
“This unconstitutional sentence that we reject … cements another step in the dismantling of Venezuela’s democracy,” the opposition said in a statement.
“This government is dying, and that’s why it’s turning to these desperate measures.”
However, the measure may come as good news for some foreign oil companies in Venezuela that were spooked by the opposition’s warning that investment deals bypassing Congress would not be considered valid.
As Venezuela tries to raise funds while facing steep bond payments and a reeling economy, it has sought to sell stakes in oil fields.
State oil company PDVSA recently offered Russian oil major Rosneft a stake in the Petropiar oil joint venture, sources with knowledge of the proposal told Reuters this month.

CARACAS (Reuters) – Opposition leaders branded Venezuela’s socialist President Nicolas Maduro a “dictator” on Thursday after the Supreme Court took over the functions of Congress and pushed a lengthy political standoff to new heights.
There was swift and widespread international condemnation of the de facto annulment of the National Assembly, where the opposition won a majority in late 2015 amid an unprecedented economic crisis that has seen Maduro’s popularity plummet.
The head of the 34-nation Organization of International States (OAS), Luis Almagro, said the Venezuelan court had dealt the final blows to democracy and accused Maduro’s “regime” of carrying out a “coup.”
Brazil, Argentina, Mexico, Colombia, Chile, Guatemala and Panama expressed strong concerns while Peru withdrew its envoy after what it termed a rupture of democracy.
The United States described the move as a “serious setback for democracy in Venezuela” while the European Union called for a “clear electoral calendar” going forward.
Venezuela’s top court had already overturned most National Assembly decisions since the opposition win. Then late on Wednesday, it explicitly stated it was assuming Congress’ role in a ruling authorizing Maduro to create oil joint ventures without the previously mandated congressional approval.
“As long as the situation of contempt in the National Assembly continues, this constitutional chamber guarantees congressional functions will be exercised by this chamber or another chosen organ,” the court said in its ruling.
The contempt charge stems from vote-buying accusations against three lawmakers from southern Amazonas state. Even though they no longer sit in Congress, the court said parliamentary leaders had not handled their case legally.
Critics of Maduro say it is an excuse for him to consolidate power and muzzle the opposition amid a severe recession, soaring inflation and acute shortages of food and medicine.
Maduro, a 54-year-old former bus driver and foreign minister, was narrowly elected in 2013 to replace late leftist President Hugo Chavez. He has accused Washington of leading a push to topple him as part of a wider offensive against leftist governments.
Stung by the rebukes around Latin America, Maduro’s government condemned what it described as a “right-wing regional pact” against it on Thursday.
“We reject the Peruvian government’s rude support for the violent and extremist sectors in Venezuela,” Foreign Minister Delcy Rodriguez said in a series of tweets.
Leaders of Venezuela’s Democratic Unity opposition coalition renewed their demand for early presidential elections and accused Maduro of duplicating Peruvian leader Alberto Fujimori’s notorious 1992 closure of Congress.
“Nicolas Maduro has carried out a ‘coup d’etat’ … this is a dictatorship,” said National Assembly President Julio Borges, before tearing up a copy of the Supreme Court ruling at a news conference in the gardens of the legislature.
“This is trash from people who have kidnapped the constitution, rights and freedom of Venezuelans … The National Assembly does not recognize the Supreme Court.”

PROTESTS
The opposition promised new street protests starting from Saturday – but that tactic has failed in the past despite marches that have drawn hundreds of thousands of protesters.
Last year, the opposition pushed for a referendum to recall Maduro and force a new presidential election, but authorities thwarted them and also postponed local electoral races that were supposed to have been held in 2016.
Maduro’s term in office ends in January 2019.
Around a dozen opposition lawmakers trying to march to the Supreme Court on Thursday clashed with National Guard soldiers and pro-government supporters lined up to stop them.
Pockets of youths took to the streets in parts of Caracas and attempted to block a major highway. They held flags and banners saying, “No to dictatorship.”
However, numbers were small and they quickly dispersed.
In 2014, a wave of unrest swept the country, leaving more than 40 dead, though now many opposed to the government say they feel protesting is pointless.
“If the international community stays firm, demanding elections, we are sure the government will have to turn back,” another opposition leader and two-time presidential candidate Henrique Capriles said.
Spooked by the opposition’s warning that investment deals bypassing Congress would not be valid, foreign oil companies were closely following the political showdown.
As Venezuela tries to raise funds for bond payments and a reeling economy, it has sought to sell stakes in oil fields. State oil company PDVSA recently offered Russia’s Rosneft a stake in the Petropiar oil joint venture, sources with knowledge of the proposal told Reuters.
“We want to make perfectly clear to all the oil companies that any strategic alliance (that did not go through Congress) is null,” Borges said on Thursday.
While some investors could see the Supreme Court sentence as giving them the green light to invest, others are increasingly worried about Venezuela’s murky legal framework.
“There is reasonable doubt about the legality of all this,” said a source at a foreign oil company.

SYDNEY (Reuters) – Australia will conduct additional security checks on passengers flying directly from Muslim-majority countries in the Middle East to prevent security threats.
The new rules follow similar measures introduced by Britain and the United States, but do not include the same bans on electronic devices in the cabins of passenger flights.
“In response to national security advice the Federal Government has made precautionary changes and instructed airlines to implement new protocols from next week,” Australian Transport Minister Darren Chester said in a statement on Friday.
“Explosive detection screening will be conducted for randomly selected passengers and their baggage. Checks may also include targeted screening of electronic devices.”
The increased security measures will affect passengers flying direct to Australia from Doha, Abu Dhabi and Dubai.
Affected airlines are Qantas and Gulf carriers Etihad, Emirates and Qatar Airways.

ROME (Reuters) – The Vatican urged U.S. President Donald Trump to listen to “dissenting voices” and reconsider his position on climate change on Thursday, saying the United States risked losing its environmental protection leadership to China.
Pope Francis has made defense of the environment a key plank of his papacy, strongly backing scientific opinion that global warming is caused mostly by human activity.
“This is a challenge for us,” said Cardinal Peter Turkson, the pope’s point man for the environmental, immigration and development, when asked about Trump’s executive order dismantling Obama-era climate change regulations and his immigration policies.
“Fortunately, in the United States, there are dissenting voices, people who are against Trump’s positions,” said Turkson, who is from Ghana and was one of the driving forces behind the pope’s 2015 encyclical letter on environmental protection.
“This, for us, is a sign that little by little, other positions and political voices will emerge and so we hope that Trump himself will reconsider some of his decisions,” Turkson told reporters at a breakfast meeting.
The pope and the Vatican, which has diplomatic relations with more than 180 countries and a permanent observer status at the United Nations, have strongly backed the international Paris Agreement in 2015 to curb world temperatures.
“We as a Church, are full of hope that (Trump’s positions) will change,” Turkson said, adding that he hoped “the president realizes that there sometimes can be dissonance between reality and things said during a campaign”.
After Trump signed his executive order on Tuesday, keeping a campaign promise to bolster the U.S. coal industry, nations led by China and the European Union rallied to support the Paris accord, which Trump has threatened to abandon.
China, which had fought attempts by foreign governments to limit carbon emissions in the past, has become a strong proponent of efforts to halt global warming.
“While Trump is moving in the opposite direction, there is another great power in the world, China, which is showing different signs, as if America is creating a vacuum that China is filling,” Turkson said.
He said the Vatican hoped that positions by China, which is investing heavily in the export of clean energy products such as solar panels and wind turbines, “would provoke a re-consideration of the positions of some countries, in this case the United States.”
The Vatican was also “very worried” that the U.S. budget, released on March 16, increased military spending at the expense of environmental protection, diplomacy and foreign aid, he added.
Turkson said the Vatican invested much hope in the continuing opposition to Trump’s policies on migration and climate change by the U.S. Catholic Bishops Conference.

ANKARA (Reuters) – U.S. Secretary of State Rex Tillerson met with the wife of a jailed American pastor, Andrew Brunson, in the Turkish capital Ankara on Thursday night, a State Department official said on Friday.
Brunson is a missionary who has been held in Turkey since October on charges of being part of a terrorist organization, according to news reports.
“Secretary of State Tillerson wanted to make sure he met with Mrs. Brunson to share the most recent information he had on Pastor Brunson’s case,” the official said.
“The Secretary committed to staying in touch with Mrs. Brunson regarding the case moving forward,” the official said.
The pastor and his wife, Norine Brunson, were initially detained on immigration violation charges in October, when they were operating a small Christian church in the city of Izmir on Turkey’s western coast, media reports say.
Turkish media reports say Brunson has been charged with membership of the Gulenist Terror Organisation, the term which Turkish authorities uses to refer to the network of U.S.-based Islamic cleric Fethullah Gulen.
Ankara accuses Gulen and his followers of being behind an attempted coup in Turkey last July. Gulen rejects the allegations.
Tillerson was in Ankara to meet Turkish President Tayyip Erdogan and senior government ministers for talks which focused on the conflict in neighboring Syria.
Foreign Minister Mevlut Cavusoglu told a joint news conference with Tillerson that Ankara expected Washington to take concrete steps on the extradition of Gulen, calling for his detention in the United States.
