According to the American Civil Liberties Union (ACLU) report released as of early 2018, entitled “A Pound of Flesh: The Criminalization of Private Debt” — this report documents major case studies that involve thousands of Americans who have been jailed for "debts" chased by private collectors. ACLU reports that “an estimated 77 million Americans, or one in three adults, have a debt that has been turned over to a private collection agency” and that “thousands of debtors are arrested and jailed each year because they owe money… Millions more are threatened with jail.”
Following their arrest, debtors may remain in jail for several days until they can pay the bail. In some cases, the ACLU have found some people to be locked up for as long as two weeks… Civil court judges issued arrest warrants for debtors, sometimes to collect amounts as little as $28, affecting mostly “low-income neighborhoods.” Not only that, but this practice violates state and federal laws — as it was abolished by Congress back in 1833.
However, this is not the only recent report dealing with the criminalization and detention of America’s own citizens. Because Congress introduced a bill as of Fri. Feb. 2nd, 2018, entitled “H.R.4918 - Domestic Terrorism Prevention Act of 2018.” In this bill, Congress is looking to “authorize dedicated domestic terrorism offices within the Department of Homeland Security, the Department of Justice, and the Federal Bureau of Investigation to analyze and monitor domestic terrorist activity and require the Federal Government to take steps to prevent domestic terrorism.”
In this bill, Congress finds that “White supremacists and other right-wing extremists are the most significant domestic terrorism threat facing the United States.” Now, should this bill be enacted, Congress will grant “Authorization Of Offices To Monitor, Analyze, Investigate, And Prosecute Domestic Terrorism” — AKA MORE SPYING! And if that wasn’t bad enough, this bill also advocates training funded by the Department of Justic (DOJ) and other state, local, and tribal law enforcement “in understanding, detecting, deterring, and investigating acts of domestic terrorism”… Along with fusion centers to monitor, track, and log the analysis of who they consider are “domestic terrorists” — AKA MORE SPYING!
Then there was the most recent Executive Order signed by President Trump as of Tue. Jan. 30th, 2018. Entitled Executive Order 13823: “Protecting America Through Lawful Detention of Terrorists” — this principle law states that “the United States may detain certain persons captured in connection with an armed conflict for the duration of the conflict.”
