Democrat Rep Says Women Carry Responsibility For Not "Inviting" Sexual Assault

We all know that Democrats can say things that are allowed to pass unnoticed which, if said by a Republican, would dominate the outrage cycle for days. The latest case-in-point is brought to you by Congresswoman Eddie Bernice Johnson, who represents Texas's 30th district (Dallas). 
Here are the words that came out of her mouth regarding sexual assault:
I grew up at a time when it was as much the woman's responsibility as the man's - how you're dressed, what your behavior was - so I'm from the old school, that you can have behaviors that appear to be inviting. It can be interpreted as such. That's the responsibility, I think, of the female."
Johnson continued:
"I think we also need to start talking about the power that woman have to control the situation. There's law enforcement, you can refuse to cooperate with that kind of behavior. I think that, many times, men get away with this because they're allowed to get away with it by the women. When you have an expectation that that might happen and that's how you gotta do it to make it, that's a mental thing that's gotta change with the woman. 
About some things, she's correct. I'm a big fan of modesty and setting (and enforcing) appropriate boundaries. Don't participate in, and thus perpetuate, something that tells you you need to sleep around to get ahead. However, women can't always control the situation. They can't always refuse to cooperate with the man's behavior. Sexual assault is not the woman's responsibility. There might be some things she can do to mitigate risk factors, but to say it is "as much the woman's responsibility as the man's" defies logic and common decency. 
Imagine with me, if you would, a world in which Democrats were held to the same standards as Republicans when they opened their rhetoric holes. Congresswoman Johnson would be toast.
