"It's kind of hard for China to have it both ways, but that's the way they're doing it at the moment," he said.
China has come under scrutiny for its initial response to the outbreak of the deadly coronavirus, but has - according to its own numbers - brought the spread under control especially in the initial epicentre of Wuhan city in Hubei province.
Mr McGregor said of China's fatalities "the number of deaths is probably higher, maybe much higher," but this is because hospitals in Wuhan were not "recording deaths as having been from the coronavirus".
He told Sky News host Andrew Bolt when trying to accurately assess China "don't listen to what they say, look at what they do," and added the current infection numbers are "not accurate, but you can get the general trend from it".
