Tax law may include preborn babies

WASHINGTON (ChurchMilitant.com) - Republicans are pushing for pro-family tax legislation that would recognize the humanity of unborn children.

Conservatives in Congress on Friday introduced the Child Tax Credit for Pregnant Moms Act of 2022, which would allow pregnant women to claim tax credits for their unborn children. The lawmakers' aim is to acknowledge the dignity of the unborn nationwide.
The primary sponsor of the bill, Rep. Jason Smith, R-Mo., explained the reason for the new policy: "From the moment a baby is conceived, a family's priorities begin adjusting to prepare for their arrival. It's time for our tax code to help babies who are still in the womb by making sure their parents have the resources necessary for their arrival."
The legislation was introduced by Smith, Sen. Steve Daines, R-Mont., Rep. Doug Lamborn, R-Colo., and others. If passed, the law could enable expectant mothers to save as much as $2,000 per child on their taxes by using the credit.
Under the proposed law, any child born between January and April can be claimed retroactively for the preceding year. Children born after April would receive a double credit during their year of birth. The mother would receive a tax credit even if her baby was miscarried or stillborn.
Senator Daines related, "Expecting parents begin providing and preparing for their child the minute they learn they're having a baby. The child tax credit should reflect the fact that unborn children are children, too."
Daines added, "From prenatal care to stocking up on baby supplies, this tax relief will help parents prepare for the arrival of their baby."
Lamborn raved about the legislation's ability to encourage childbirth and support the dignity of the unborn — as well as to uphold the sanctity of life.
"Despite attempts by the Left to dehumanize the unborn, we must continue working to recognize the inherent value and dignity of our unborn babies," noted Lamborn.
Senator Mike Lee, R-Utah, praised the bill:
The child tax credit supports families through the increased costs of raising children. It is a societal statement recognizing the value that children and parents bring to our country, and parenthood begins long before birth. Utah recognizes the value of families more than anywhere else. I am honored to support its expansion and to include expectant mothers whose children are not yet born. This bill will help protect life, support parents and reduce the number of children born into poverty.
Critics say the bill won't help the neediest families because, unlike in earlier versions of the bill that didn't pass, the credit isn't refundable, whereby the poorest people who didn't earn enough to file taxes could still claim it anyway by filling out a tax form.
The proposed measure follows the U.S. Supreme Court's hearing of oral arguments in the Dobbs v. Jackson Women's Health Organization case one month ago. The case involves Mississippi legislation (the 2018 Gestational Age Act) banning abortions after 15 weeks of pregnancy. The law was blocked by a federal appellate court in 2019 after pro-abortion activists challenged it on behalf of Jackson Women's Health Organization, the state's last remaining abortion mill.
The state of Mississippi asked the Supreme Court to review the decision. The case could result in the overturning of Roe v. Wade.
