NYC Terror Suspect: What You NEED To Know

Authorities identified the perpetrator behind Tuesday's deadly terrorist attack along Lower Manhattan's west side as Sayfullo Habibullaevic Saipov. (RELATED: BREAKING: Terrorist Rampage Brings Chaos To NYC)

Saipov, a 29-year-old Uber driver and ISIS fanatic came to America through the State Department's 'Diversity Visa Program,' which offers a lottery for 50,000 foreign nationals annually from countries with few immigrants in America (as opposed to a merit-based system). President Trump was quick to condemn the program, which directly led to the death of eight New Yorkers and grievous injuries to another 11.
 

Talks are in place to designate Saipov as an enemy combatant and send him from a federal prison to Guantanamo Bay.

As the intense investigation continues, here's what you need to know:

Saipov is an Uzbekistani national – not an American citizen.

Saipov emigrated to the US legally in 2010 through Democrat Senator Chuck Schumer's Diversity Visa Program and lived in Patterson, New Jersey on a green card.

Saipov did not have an extensive criminal history. Before yesterday, there were only minor traffic infractions on this record.

Investigators confirmed Saipov claimed allegiance to ISIS at an undisclosed time, based on evidence at the crime scene and his social media posts. It remains unclear if had radicalized before coming to America.
