Just the potential idea of the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) “prohibiting” Americans from purchasing steel-tipped 5.56 millimeter ammunition has created a frenzy among gun enthusiasts.
Republican Congressman Scott DesJarlais commented : “”The people will rise up and stop this imperialistic president we have a Second Amendment for a reason and just because the president doesn’t agree with it, we need to do all we can to protect America’s Second Amendment rights. I am concerned that a presidential executive order could be used to push the ban into place.”
These bullets are described as “armor piercing” and capable of going through bulletproof vests worn by law enforcement; although its been legal to own this ammunition since 1986 for “sporting purposes”.
The Council For National Policy (CNP) supported National Rifle Association (NRA) has published to their followers about the proposed “draconian” measures by the Obama administration to prohibit the manufacturing, importation, and sale of M855 ball ammunition, one of the most popular cartridges for the most popular rifle in America, the AR-15.”
The NRA adds: “Not coincidentally, the AR-15 is among the firearms the Obama Administration has unsuccessfully sought to outlaw. If they can’t ban the pie, so the thinking apparently goes, they might at least get the apples.”
Gun lobbyists such as the National Shooting Sports Foundation (NSSF) believe that “rifle ammunition — including that used by hunters targeting deer, bears or even groundhogs, or by competition shooters punching holes in paper targets — is capable of penetrating a police officer’s vest. The steel-tipped variety is no more or less of a threat.”
Bullet “resistant” vests are able to withstand being hit by ammunition such as:
• .22 long rifle lead round nose
• .380 ACP full metal jacketed round nose
• 9mm
• .40 S&W full metal jacketed
• .45 ACP
• .357 Magnum
• .357 SIG FMJ flatnose
• .44 Magnum semi jacketed hollow point
• 7.62 NATO M80 ball bullets
• .30-06 Springfield M2

As part of their protest over the potential bullet ban, conservative media surfaced a pdf of an unsigned “letter” sent to Todd Jones, director of the ATF from Republican Congressman Bob Goodlatte, chairman of the House Judiciary Committee who “worked with” the NRA to draft the opposition.
This “letter” reads in part : “The proposed “Framework” purports to establish an “objective” test for determining whether certain projectiles otherwise considered “armor piercing” under federal law qualify for an exemption allowing them to be lawfully manufactured, imported, and sold on the civilian market in the United States. The ‘Framework,’ however, establishes an unduly restrictive standard, does not comport with the letter or spirit of the law, and will interfere with Second Amendment rights by disrupting the market for ammunition that law abiding Americans use for sporting and other legitimate purposes.”
William Johnson, executive director of the National Association of Police Organization (NAPO) told FoxNews : “The notion that all of a sudden a new pistol requires banning what had long been perfectly legal ammunition doesn’t seem to make a lot of sense too many officers. The bullets currently banned under the law deserve to stay banned. Some bullets… such as ones coated with Teflon, really are specifically designed to defeat bullet proof vests, and we think they should remain illegal.”
Dennis Santiago, architect of Risk Measurement Systems (RMS), wrote in an op-ed piece that the AR-15, one of the most popular guns of late, have been used in several mass shootings.”
Tom Diaz, senior policy analyst for the Violence Policy Center, told the media “semiautomatic weapons, including the AR-15, increasingly are being used in the killings of police officers, whose vests often provide little protection against such firearms.”
